HECS-HELP 2025–26: Marginal Repayment Rates & Indexation

From 1 July 2025, HELP repayments are marginal — charged only on income above $67,000. Worked examples, add-back traps, and 1 June indexation.

If you hold a HELP debt, the 2025–26 financial year changed how your compulsory repayment is calculated. The old system charged a percentage of your entire repayment income once you crossed a threshold. The new system is marginal: you only repay on the slice of income above $67,000.

Most holders now pay less per year, and anyone earning under $67,000 in repayment income pays nothing at all. Here is the new schedule, worked examples, and the two traps that still surprise people at tax time.

The 2025–26 Marginal Repayment Schedule

Repayment incomeCompulsory repayment
$0 – $67,000Nil
$67,001 – $125,00015c for each $1 over $67,000
$125,001 – $179,285$8,700 + 17c for each $1 over $125,000
$179,286 and over10% of total repayment income

Under the old rules, a single rate applied to your total income — crossing a threshold by one dollar could add hundreds to the bill. Marginal slices remove that cliff.

Old vs new: compulsory HELP repayment by income2025-26 vs prior system
Repayment incomeOld system (2024-25)New marginal systemDifference
$54,000$0 (below $54,435)$0$0
$60,000$1,200 (2%)$0 (below $67,000)-$1,200
$80,000$2,800 (3.5%)$1,950 (15% of $13,000)-$850
$110,000$6,050 (5.5%)$6,450 (15% of $43,000)+$400
$140,000$9,800 (7%)$11,250 ($8,700 + 17% of $15,000)+$1,450
$190,000$17,100 (9%)$19,000 (10%)+$1,900

The crossover sits near $108,000: below it most people pay less than before, and above it the new tiers cost more until the top rate reverts to a flat 10% for everyone.

Repayment Income Is Not Taxable Income

Your compulsory repayment is assessed on repayment income, which is your taxable income plus four add-backs:

  1. Reportable fringe benefits (regardless of employer exemption status)
  2. Total net investment losses (including negatively geared rental losses)
  3. Reportable super contributions — including salary sacrifice
  4. Exempt foreign employment income

That third item is the trap. Salary sacrificing $10,000 into super cuts your income tax but does nothing for your HELP repayment — the ATO adds it straight back. The same applies to a novated car lease's fringe benefit value. If you package benefits, enter your repayment income (not the taxable figure on your payslip) into the HECS-HELP Calculator or the estimate will understate the bill. Our salary sacrifice and HELP guide walks through the add-back mechanics in detail.

Indexation: The 1 June Rule

Each 1 June, your outstanding balance is indexed by the lower of CPI or WPI — a cap legislated after the 7.1% CPI indexation shock of 2023. Indexation applies to whatever balance exists on that date, before the year's repayments are credited.

That ordering creates one timing lever: a voluntary repayment made before 1 June shrinks the base that indexation multiplies. On a $28,000 debt at 3.2% indexation, paying $5,000 on 30 May rather than 2 June avoids $160 of indexation. Small, but free.

Should You Make Voluntary Repayments?

Under the new rules the honest answer is: rarely, unless the debt bothers you.

  • HELP is indexed, not interest-bearing. A 3.2% indexation rate is cheaper than virtually every other debt a household carries — mortgages near 6%, car loans near 8%, cards near 20%.
  • The debt dies with you. It is cancelled on death and does not form part of your estate.
  • Compulsory repayments are capped by design. At an $85,000 repayment income you pay $2,700 whether your balance is $5,000 or $50,000; clearing the balance early just ends the withholding sooner.
  • Opportunity cost is real. The same $5,000 parked in a mortgage offset saves ~5.9% tax-free (run the offset maths and read the offset vs savings comparison), and concessional super contributions save your full marginal rate. Both beat the ~3% effective saving from repaying HELP early. For ordering the rest of your debts, see snowball vs avalanche.

Voluntary repayments make sense in narrower cases: you are about to apply for a home loan and want the withholding gone from your serviceability assessment, the balance is small enough to clear outright before indexation, or the psychological weight is worth more to you than the arithmetic.

Where the Withholding Shows Up

Employers withhold HELP amounts inside your PAYG withholding throughout the year. Under the new marginal tables, most workers now see slightly more per pay than before. Any over- or under-withholding settles when you lodge: too little withheld means a tax bill, too much means a refund.

Run your own numbers in the HECS-HELP Repayment Calculator — repayment income, current balance, indexation rate, and any voluntary amount — then, if payoff is your plan, set it as a dated goal in PFinance Goals so the balance decline is tracked rather than hoped for.
